I was honored to have the new National Police Commissario Julio Benitez, Chief Deputy David Hendershott and Captain Jim Miller of The Maracopa County Sheriff's Office of the Phoenix Arizona area in the studio.
Congratulations go out to the new National Police Commissario of the Bay Islands Julio Benitez. He has been working diligently this last year as Sub-Commissario and Controller of Operations. Now that he has been named the new Commissario, one of his first decisions was to recognize the need to reach outside of conventional means to achieve his goals to make The Bay Islands the safest region, not only in Honduras, but in the Caribbean.
With the help of Roger Marshall, a retired police officer and top homicide investigator of the Maracopa County Sheriff's Office and now a part time resident of Roatan, Julio Benitez he has gotten off to a fast start. Roger invited his friends and former associates Chief Deputy David Hendershott and Captain Jim Miller of the Maracopa County to establish "A Sister Police Agency for Protection and Service" to help us educate, train and equip our own police. They have committed to coming down to The Bay Islands on a regular basis to accomplish this goal.
Chief Deputy David Hendershott: We have around 4000 employees and 3800 volunteer law enforcement personnel in Maracopa County that is 10,000 square miles, larger than eleven states in America. We are somewhere between the second and third largest law enforcement agency in the country. This week and during our visit here, we spent a lot of time working on making sure that the work we have done results in a better police department. Many top people need to be commended for supporting this program. They are all tremendously supportive of Julio Benitez and his idea to do this sister program with us that will greatly improve law enforcement in this community.
Roatan Bruce: What have you brought with you on this trip to the island?
Captain Jim Miller: We have initially brought down some investigative equipment that can be used by the National Police here on the island. It is just the beginning of more resources that are going to be identified and delivered to the island in the future to help make the police more effective in the community. My job with my the law enforcement agency will be to help facilitate Julio Benitez's plan for his project. He is an honorable man who has a lot of integrity. He is very knowledgeable about the basics in law enforcement. It is Julio's plan to make the police closer to the community and provide better service to the community. Our part is to help him with his plan making best use of our resources and training programs.
With a program like this already under way, we on the Bay Islands are taking a big step ahead towards reaching our goal of becoming a "Free Zone" where we will have our own top quality police officers to keep us protected, safe and secure.
An important note: These past few weeks have been especially difficult for the island because of the problems that RECO is having. It has become apparent to everyone that changes need to be made one way or another to ensure that RECO will be able to supply the necessary electricity to keep the island energized as we continue to grow. When more information becomes available, I will report on it here in this column. |

This is the craziest thing I have ever heard!
MCSO over budget
MCSO cannot provide basic police services to community of Aguila
MCSO discontinuing its OWN training program
MCSO cuts down visitiing hours
Yet we have the top brass of MCSO goes on vacation "bringing down some investigative equipment" that was puchased by our tax dollars
New Times is gonna love this one!
Hope the AZ Republic has the balls to report this! |

Gets even better, seems our governor issued an executive orders/proclamation approving of this waste of tax payer dollars!
Just explain What Benefit did the citizens of Maricopa County get out of this???

WHEREAS, on June 5, 2007, The Maricopa County Sheriff’s Office launched the Bay Island Sister Agency Project for Justice and Service; and
WHEREAS, on June 5, 2007, delegates from the Honduras National Police including, Jorge Alberto Rodas Gamero, Jose Guido Gomez Chavez, Salomon Escoto Salinas and Julio Robert Benitez Avila representing the Honduras National Police arrived in Maricopa County to meet with Sheriff Joseph M. Arpaio to establish a liaison between the two agencies; and
WHEREAS, the establishment of the Bay Island Sister Agency Project for Justice and Service is defined as a mutual aide for the exchange of information, training ideas and knowledge that will mutually benefit the citizens of Honduras and the citizens of Maricopa County, Arizona; and
WHEREAS, recognizing the individual efforts, foresight and sacrifice of the members of the Honduras National Police, represented by Jorge Alberto Rodas Gamero, Jose Guido Gomez Chavez, Salomon Escoto Salinas and Julio Robert Benitez Avila; and
WHEREAS, recognizing the individual efforts, foresight and sacrifice of Joseph M. Arpaio, Sheriff of Maricopa County and individual members of the Maricopa County Sheriff’s for their contributions and efforts in creating and developing the Bay Island Sister Agency Project for Justice and Service; and
WHEREAS, the culmination of this meeting resulted in the agreement to go forward with and establish the Bay Island Sister
Agency Project for Justice and Service;
NOW, THEREFORE, I, Janet Napolitano, Governor of the State of Arizona, do hereby proclaim June 5, 2007, as
* BAY ISLAND SISTER AGENCY PROJECT FOR JUSTICE AND SERVICE DAY *
a day of recognition for the Bay Island Sister Agency Project for Justice and Service in recognition for service, foresight and
sacrifices put forth by these members of the Honduras National Police and the Maricopa County Sheriff’s Office.

The title is appropiate in this article:
SISTERS IN LOVE
The bond between Maracopa county Arizona Police Department and the Roatan Police seems to be a strong and lasting one. Chief Dave Hendershott, Roger Marshall and Jim Miller have kept their word to Chief Julio Benitez by sending down a table full of crime fighting equipment to go along with the specialized training they gave our police force earlier. Fingerprinting apparatus, a camera, crime scene paraphernalia are ready to get to work. Let’s hope there will be no need to use it but we know better.

With the $41 million budget shortfall and community policing suffering, I think that this stinks!

Personally, I am in awe over the "professional" appearance of MCSO staff while "training" police officers in another country! It clearly shows what type of training the police in Honduras received!
Who paid for this trip? Were the travel arrangements made by the arpaio travel agency? They do have to keep as much of the funds as they can in the family! _________________ No spectator ever won a war! |

Now there’s a sight for sore eyes: a bunch of drunken Yanquee cops trading favors with a banana republic constabulary. The only surprise is Kevin Riddle. I seem to remember him as a fairly responsible, ethical kinda guy. I suspected that’s why he never made it into the starry, sorry, stratosphere that is Joe’s inner-circle: but I could be wrong. Hindenburg, on the other hand, is in his natural element. In the bizarre land of generalissimos Pancho Villa, Manuel Antonio Noriega, and Hugo Chávez oversized scoundrels reign supreme and David is about as corpulently crooked as they come.
It’s indeed a sad day when employees are faced with the prospect of being laid off while their bosses party hearty in the land of palm trees and cheap rum – all at tax payers expense. |
